Learning outcomes of course unit |
- Knowledge of the legal regimes of maritime areas, legal support for maritime safety.
- Knowledge of the duties and responsibilities of the ship's command staff to fulfil international requirements for the safety of the ship, crew, passengers and cargo and to protect the sea from pollution from the ship.
- Knowledge of the precautions to be taken to prevent marine pollution.
- Knowledge of the content of the main international standards and norms of national legislation governing labour and related relations arising in the field of merchant shipping.
- Knowledge of the conditions of recruitment and employment of seafarers and their difference from the employment of workers in other professions.
- Knowledge of the requirements for the certification of electromechanics.
- Understanding of the procedures to be followed in the event of a maritime rescue.
- Understanding of the relevant IMO conventions on safety of life at sea and safety and protection of the marine environment.
- Understanding of the conditions of sea transportation of cargo, passengers, baggage by sea.
- Ability to analyse the current international and domestic legislation on maritime safety and protection of the marine environment.
- Ability to formulate the goals and objectives, main functions and powers of state control bodies to ensure maritime safety, taking into account the specifics of the organization and activities of each of these bodies.
- Ability to give general characteristics of specific legal situations arising in the field of merchant shipping.
- To be able to perform professional duties related to the functions of managing ship operations and caring for people at the management level.
- To be able to fulfil the requirements of international and national legislation of the flag state and the port state.

- Introduction to the Law of the Sea. Conferences on the Law of the Sea. General characteristics of the 1982 UN Convention on the Law of the Sea. Protection of the marine environment. International Convention for the Prevention of Marine Pollution from Ships, 1973 and the Protocol of 1978.
- Classification of maritime areas: concept and legal status of maritime areas with national and mixed regimes.
- Maritime areas with international and special regimes.
- Certificates and other judicial documents in accordance with international conventions.
- Legal status of a sea vessel. Forms of ownership of merchant ships. Ship's immunity. Identification of the vessel. Nationality of ships.
- Content and purpose of the International Convention for the Safety of Life at Sea, 1974 (SOLAS).
- Detention and arrest of vessels. Maritime protest: concept, meaning, procedure of registration.
- Search and rescue at sea.
- The International Convention on Standards of Training, Certification and Watch keeping for Seafarers (STCW), 1978 with the Manila Amendments, 2010.
- Maritime Labour Convention, 2006.
- Legal status of the master of a merchant ship.
- Legal regulation of cargo transportation. Conventions and other international acts on the carriage of passengers and their baggage by sea.
- Legal regulation of the requirements of the port state inspection.
- The purpose of the organization. Delegation of powers by the Flag Administration.
