Learning outcomes of course unit | Knowledge of: - international conventions and codes relating to safety of navigation, protection of human life at sea and protection of the sea from pollution from ships; - national legislation aimed at regulating labour and related relations arising in the field of merchant shipping. - duties and responsibilities of the master and the watch officer for the implementation of international requirements for safety and protection of the sea from pollution; - documents used in international maritime traffic to simplify formalities related to the vessel's entry into a port for the purpose of disembarking sick or injured crew members, passengers and other persons for emergency medical care; - international standards and the concept of the limits of responsibility of the competent authorities of the state, shipowner and ship officers in relation to maritime safety and health. Understanding: - the essence and significance of international legal aspects of ensuring maritime safety, control and supervisory functions of the flag state and port state; activities of international organisations; - the functions of the control system for ensuring maritime safety and the powers used in their implementation; international legal aspects of the organisation of search and rescue at sea; - main areas subject to thorough inspection by an authorised official in the port of a Member State exercising state control in accordance with the ILO Maritime Labour Convention; - the legal status of the ship's crew; the legal basis for the training, employment and work of seafarers. Skills: - correctly interpret and apply international regulations on ship inspection by the competent authorities of the flag state, port state, based on international conventions; - draft letters and respond to supervisory authorities regarding maritime safety and prevention of marine pollution; - to apply the requirements of international labour standards regarding the conditions and time of watchkeeping, working hours and rest periods, filing complaints both on board and ashore, to promote the protection of seafarers' rights in the social and labour sphere and the implementation of the rule of law in any area related to ship operation; - to use legal norms in the field of maritime safety, protection of human life at sea, prevention of marine pollution, and social protection of seafarers to assess and analyse legal facts, legal statuses, legal situations, legal conflicts and ways of resolving them. Communication: - Communication of information, ideas, problems, solutions and own experience in the field of professional activity to specialists and non-specialists; - communicating solutions and personal experience, referring to legal norms in the field of ensuring maritime safety, protection of human life at sea, prevention of marine pollution, social protection of seafarers, to assess and analyse legal facts, legal situations, legal conflicts and ways to resolve them. Autonomy and responsibility: - Developing basic knowledge of ship operations management and taking care of people on board; - management of complex actions or projects, responsibility for decision-making in unforeseen conditions. |

Radio communication services. Topic 5. International maritime principles and rules contained in international conventions in the field of merchant shipping. Topic 6. Ensuring the safety of navigation in accordance with the International Convention for the Safety of Life at Sea, 1974 (SOLAS-74). Topic 7. International Convention for the Prevention of Marine Pollution from Ships, 1973, as amended by the Protocol of 1978 (MARPOL 73/78): requirements for environmental safety. Topic 8: International standards in the field of seafarers' labour. Shipowners' liability insurance. International legal protection of seafarers' labour within the framework of specialised UN agencies and international non-governmental organisations. |
