Learning outcomes of course unit

Memorization:

Understanding key concepts such as public services, public policies, resource management, and other essential terms; basic functions of the government, agencies, and other public institutions; ethical principles and standards defining the conduct of public servants; fundamental concepts of public administration; key terms and their interrelationships in the context of the public sector.

Comprehension:

Understanding the essence of public administration and its role in society; organizational structure of the public sector at various levels (local, regional, national); stages of formulation and implementation of public policies; mechanisms of interaction between different branches of government and the public; importance of transparency, accountability, and rational use of resources.

Application of Knowledge and Skills:

Identifying functions and responsibilities of different institutions and organizations in public administration; evaluating adherence to ethical principles in public administration; using standards for quality management and interaction in the public sector; critically thinking about processes and decisions in the public sector; evaluating alternative solutions and their consequences.

Analysis:

Analyzing mechanisms of interaction between different branches of government and the public; current trends and challenges in public administration, such as digital transformation, globalization, management efficiency, etc.; processes of formulating and implementing public policies; new trends in society-business relations; antimonopoly legislation and its role in competitive struggles.

Evaluation:

Evaluating the organizational structure of the public sector at different levels; the impact of policies on society and understanding potential consequences; current trends and challenges in public administration; possible strategies and solutions to overcome modern challenges.

Creation:

Proposing suggestions for enhancing project management efficiency through improving data analysis quality, communication, and refining the organizational structure of the public sector at various levels, considering contemporary trends and challenges in public administration.

Key approaches to understanding public administration and its evolution. Subject area of public administration and its methodological basis. Formation and development of theories of societal and country management. Major theories and schools of societal and country management in the second half of the 20th century. Modern concepts of state governance and public administration. Private and state ownership - interrelations and contradictions. Formation of civil society. Essential characteristics of civil society. Role and place of civil organizations in public  administration. Concept of power. Interrelation of political and state power, state power and the state. Social power. Role of local self-government in the context of power decentralization and public administration. Principles of public management and administration. Efficiency of the public administration process. Systematic approach to the preparation and implementation of management decisions. Bureaucratic system. Concept of corruption and corrupt actions. Main directions of formation and development of the modern economic system. Ensuring strategic priorities for economic development. Public administration in the field of foreign economic activity.
